Senior Systems /Programmer Analysts: (Laurel, MD):   Three Sigma Software is looking for a mid-level web developer to be part of a team responsible for the enhancement/customization of an existing WEB based WIC workflow system for other States, and to support the maintenance of current systems.  This position requires an undergraduate degree, preferably in information systems, or a related field along with 4-6 years of professional experience, including 2 or more years of experience in the ASP/VB.net technologies.  This position will require travel to other States during the enhancement/customization of the system. 

The ideal candidate will be able to grasp new business requirements rapidly and have a solutions-based approach to problems.  Candidate must be highly organized and be able to concurrently perform quick turn-around tasks and long-term projects. Candidate must demonstrate creativity as well as problem solving and time management skills. Candidate must be willing to work on both team and independent assignments.

The successful candidate will be client-oriented, possess strong interpersonal skills, and be articulate in written and oral communication

Responsibilities
* Provide high quality technology solutions that address business needs by developing applications within mature technology environments.
* Adhere to IT coding, standards, procedures, and techniques.
* Write, and contribute to, the technical code and design documentation.
* Understand/apply reusable code design, leverage application architecture/framework capabilities and functionality, and design/develop solutions that are highly reliable, scalable, and perform to meet business-defined service levels.
* Develop technical design documentation based on functional design specifications and implementing solutions using structured programming methods.
* Design and implement solutions that are reliable, scalable, and perform at a high-level to meet the service levels associated with mission-critical solutions.
* Work within a team of developers (user-interface, middle-tier business logic, data access) and application architects interfacing with business analysts, database developers, infrastructure architects, and quality assurance testers to ensure the successful delivery of in integrated solution meeting the needs of the business.
* Apply best practices and adopt software patterns for development.
* Other duties as assigned.

Skills Required
* 4+ years of web development experience w/emphasis on ASP.NET.
* VB or C# (.NET).
* Strong skills in HTML and JavaScript, preferred experience with AJAX
* Strong design and architecture skills.

* Experience with n-tier architecture.
* Experience with SOA.
* OOP Background.
* Front End GUI experience.
* Experience with SQL or Oracle databases.
* Ability to manage and enhance existing solutions.
* Ability to efficiently develop design plans from higher-level designs.
* Effective client management skills.
* Excellent communication skills

System Consultant : (Laurel, MD):  Three Sigma Software is looking for a systems consultant to be part of a team responsible for the enhancement/customization of an existing WEB based WIC workflow system for other States, and to support the maintenance of current systems.  This position requires an undergraduate degree, preferably in information systems, or a related field along with 3-4 years of professional experience.  This position will require travel to other States during the enhancement/customization of the system. 

This systems consultant will interact with clients to understand and develop business requirements documents, identify and recommend points of business process improvements/automation, and communicate those requirements in writing and verbally to the development team.  The position will also be responsible for working with the team to monitor the development and ensure that the specified requirements are met.  In particular, the systems consultant will develop test plans for the testing phase of the system software, and facilitate the delivery through the development of user manuals and by providing training to users and other trainers.

Responsibilities
* Business Process Analysis – convert user requirements into functional and design requirements and facilitate requirements meetings.
*Requirements Documentation – document formal user and business requirements, conduct Joint Application Design (JAD) sessions, facilitate discussions to collect feedback and map to business processes.
* Testing – develop test plans and procedures, develop test scripts and test data, conduct in-house testing, support customers during Acceptance and Pilot testing.
*Training – development training materials, conduct training sessions.
*Operational Phase – assist in bug testing and verification, provide technical support via the Help Desk.

Skills Required
* Bachelor’s degree and minimum 4 years progressive experience
* Excellent communication and organizational skills

* Use of MS Word and MS Excel
